[The Segye Local News, Kim Sujin] For the first time in the history of the Korean press, the editor, Kim Jeoung Tae has conversed with a Chinese special envoy, Ambassador 'William J. Lima’ at the Hotel Shanglila in Manila, Philippines for the first anniversary of .

[세계로컬신문 김수진 기자] 세계로컬신문이 창간 1주년을 맞아 국내 언론사 최초로 지난달 13일 필리핀 마닐라의 샹그릴라 호텔에서 김정태 편집국장이 필리핀 정부의 중국 특사인 윌리엄 제이 리마를 만나 대담을 나눴다.

Ambassador W. J. Lima is officially a special envoy to China. As the President, Rodrigo Duterte's long-time political partner, however, he is a hidden power holder that has effect on the field of society and economy of Philippines.

리마 특사는 공식적으로는 중국 특사이지만 로드리고 두테르테 필리핀 대통령의 오랜 정치적 동지로 필리핀 사회·경제적으로 큰 영향을 미치고 있는 숨은 실권자다.

The interview was accomplished by a decision of the Philippines government needed mutual sympathy and cooperation for their economic development between South Korea and Philippines.

이번 대담은 필리핀 경제 부흥을 위해 한국 협력과 양국 국민의 공감대 형성이 필요하다고 판단한 필리핀 정부의 결정으로 이뤄졌다. 

During the 2 hours interview, actually, he appeared to be determined to boost the Philippines' economic development with breaking into Korean market.

실제로 이날 2시간 가까이 진행된 대담 내내 리마 특사는 한국과의 교류를 통해 필리핀 발전과 한국 시장 개척 두 마리 토끼를 모두 잡겠다는 의지를 보였다.

First of all, he mentioned that he would inquire various support program for Korean used vehicles, in order to diversify the Philippines automotive industry organized mainly to Japanese vehicles

일본산 위주의 자동차 산업의 다각화를 위해 먼저 한국 중고자동차 진출에 대한 지원을 검토하겠다고 밝혔다.

"As Japanese used commercial vehicles must be changed to the left side for steering column, so it costs additionally and reduces the life span of a motorcar. On the other hand, however, the Korean used commercial vehicles are  popular in Philippines because there is no need to change steering column as a original left side with high quality. If, therefore, Korean used commercial vehicles break into the Philippines market, then Philippines government would consider actively pushing forward with the supports like as tax incentives." Ambassador W. J. Lima said, with a heavy emphasis.

리마 특사는 “일본 중고 상용차의 경우 운전석 위치를 변경해야 해 추가적인 비용도 드는데다 자동차 수명도 감소하는 반면 한국 중고 상용차는 품질은 물론 운전석 위치 변경이 필요 없어 인지도가 높다”며 “한국기업이 중고 상용차의 필리핀 진출 시 세금혜택 등을 지원을 적극 추진하겠다”고 강조했다.

He also promised an active support for real estate investment. In case that Koreans build and sell a building in the Philippines, he announced that the Philippines government would issue an investment visa to Koreans.

부동산 투자에 대한 적극적인 지원도 약속했다. 필리핀에 한국인이 건물을 짓고 판매할 경우 이에 대한 투자비자를 우선 발급하겠다고 밝힌 것.

"Recently, Korean company 'POSCO' constructed dozens of apartments called 'The Sharp Clark Hills' and sold in lots in 'Clark Freeport Zone'. Like that, architecture investment by Korean becomes brisk in the Philippines. Accordingly, our government will issue an investment visa to Koreans who have enter into an agreement with a Philippine company and make them register real estate in their own name. As sublating real estate transacted under the name of others in the past, we will normalize and activate real estate investments by their own names.", Ambassador W. J. Lima said with a heavy emphasis.

리마 특사는 “최근 필리핀 클락(Clark) 자유경제지역(CFZ) 주거지역에서 한국기업 포스코가 ‘더 샵 클락힐즈’ 아파트 수십 채를 짓고 분양하는 등 한국의 건축투자가 활발하다”며 “이에 따라 필리핀 회사와 협약을 한 한국인에게 투자비자를 발급해 본인 이름으로 건물을 등록할 수 있게 해 그간 암암리에 차명으로 이뤄지던 외국인 부동산 거래를 정상화하고 부동산 투자를 활성화 하겠다”고 강조했다.

Ambassador W. J. Lima mentioned that our government has a plan to crack down on foreigners, including Koreans who are staying illegally, and also considers ways to legally stay in the Philippines.

또 리마 특사는 불법체류 중인 한국인 포함 외국인에 대한 대대적인 단속 계획을 밝혔고 아울러 합법적으로 체류할 수 있는 방법도 강구 중이라고 했다.

"Currently, the number of illegal Koreans residing in the Philippines is estimated to be 100,000, and we have the plans to crack down on them. In case of illegal Korean resident due to unavoidable circumstances, however, we will also look for ways to legally reside in the Philippines.

리마 특사는 “현재 필리핀 내 비자 없이 체류하고 있는 불법체류 한국인 수만 10만 명으로 추정되는데 이에 대한 단속을 진행할 계획”이라면서도 “피치못할 사정으로 불법체류 중인 한국인의 경우 합법적으로 계속 체류할 수 있는 방법 또한 찾아보겠다”며 여지를 남겼다.

He also appeared to be determined to launch a highly educated nurses and care workers into South Korea.

He mentioned that many Philippines nursing and nursing professionals, at present, are active in the US, Canada and Europe, and also they hope working in Korea.

현재 필리핀 간호·요양전문가들이 미국과 캐나다, 유럽 등에서 활동하고 있는데 한국으로도 진출하고 싶다는 것이다.

In particular, if they work for the elderly nursing homes or hospice organizations in Korea, which are experiencing manpower shortages, he mentioned that positive effects are expected between two countries.

특히 인력난을 겪고 있는 노인 요양소나 호스피스 기관 등에 필리핀의 간호 인력이 진출하게 되면 양 국이 윈윈할 수 있을 것으로 봤다.

"If the Philippine company goes into South Korea, I think Korean government can issue visas to Philippine nursing and nursing professionals. Through this, we want to export manpower to Korea. Also, we hope that the Korean government continues to cooperate with us to export high-quality nurses and care workers who educated to the Korean language.", Ambassador W. J. Lima said with a heavy emphasis.

리마 특사는 “필리핀의 기업이 한국에 진출하게 되면 필리핀인에 대한 비자 발급이 가능한데 이를 통해 한국에 인력 수출을 하고 싶다”며 “한국어 교육을 받은 맞춤형 고급 간호 인력 수출이 이뤄질 수 있도록 한국 정부와의 협력이 이어지길 바란다”고 강조하기도 했다.

Currently, the big international companies specialized in medical care services try to actively enter into Korean medical market. Since home care service company 'Seniors Choice' known to the world has been in South Korea in 2011, they are receiving positive feedbacks from Korean medical consumers. Moreover, the largest US home care service company 'BAYADA Home Health Care' began providing professional nursing care services in Korea since last month.

현재 전문적인 돌봄 서비스를 갖춘 글로벌 기업의 한국 진출이 활발하다. 지난 2011년에는 세계적인 홈 케어서비스 전문기업 ‘시니어스 초이스’가 한국에 진출해 소비자들의 큰 호응을 얻고 있으며 지난달에는 미국 최대 가정 요양서비스기업 ‘바야다홈헬스케어’가 사업을 한국까지 확장하고 전문 간호 및 요양 서비스에 나서고 있다.

Finally, he hoped to overcome the global economic crisis and get connected to a more positive relationship through organic cooperation between the two countries.

끝으로 리마 특사는 한국과의 유기적인 협조 구축을 통해 양 국가가 글로벌 경제위기를 극복하고 보다 긍정적인 관계로 이어지길 바란다고 밝혔다.

"Also we hope that the two countries will be able to take a close economic cooperation and the promotion of cultural exchanges with this interview with as a momentum.", Ambassador W. J. Lima said with a heavy emphasis.

그는 “오늘 세계로컬신문과의 유의미한 논의가 시발점이 돼 양 국가의 본격적인 경제협력과 문화교류로 이어질 수 있기를 바란다”고 강조했다.
